To facilitate this process, the Morrow County Court has directed that the Incident Command System (ICS) will be utilized when responding to all multi-agency and/or multi jurisdiction disasters or emergencies within the county. (See generic ICS structure) The Incident Commander (IC) as designated by the specific response annex or type of emergency will be issued a Delegated of Authority (Attachment I) by the Morrow County Court establishing the parameters of IC's scope of action.
Additionally, the County Court will execute a County Declaration of Emergency (Attachment II) and a request to the governor for a state declaration of emergency (Attachment III). If required, the County Court will also issue Agricultural Embargoes (Attachment IV), Quarantines (Attachment V), Curfews (Attachment VI) and Evacuation Order (Attachment VII). The county will also be responsible for notifying the Oregon Emergency Response System (OERS) in the event of an emergency and activating such mutual aid agreements as are appropriate.
The County's primary Emergency Operations Center/Emergency Coordination Center (EOC/ECC) is located at 325 Willow View Drive in Heppner, Oregon. The county shall maintain this facility in a state of readiness to include all communications, automation, audio-visual display systems and supplies to insure that the EOC/ECC can operate effectively on a moments notice for a sustained period of time. The county's alternate EOC is located at the Boardman Fire Station, Wilson Road, Boardman, Oregon. This facility is equipped and supplied to provide the same command and control facilities available at the Heppner EOC/ECC.
Additionally, Morrow County has access, through the Boardman Fire Department, to a mobile command and control truck. This fully self contained vehicle provides a full range of communications capabilities with limited onboard automation support, work space and essential operational supplies.
