Morrow County has a legal and ethical responsibility to protect its citizens and their property from natural and man made disasters and emergencies. This document, through its threat specific annexes, describes how the county and its constituent municipalities and special districts will respond to any emergency events which threaten the lives, health and property of Morrow County residents.
